URGENT – ICT RESEARCHER REQUIRED

VOICE, a research and advocacy group based in Dhaka, is urgently
seeking a researcher with experience and interest in ICT-related
development issues to collect information and publish a report on the
topic(s) of Internet Censorship and Mobile Telephony.

Applicants should:
- Have a good command of written English
- Be comfortable using computers to conduct research and create reports
- Possess excellent data collection and analysis skills
- Possess good basic knowledge about either censorship issues, or mobile telephones
- Have some experience in writing about technology
- Be committed to a minimum work period of 1 year
- Work well independently and under pressure

Less-qualified applicants will be considered if they display enthusiasm
and self-motivation to learn about the research topic. We will provide
some guidance and resources, but the candidate should expect to work
mostly on their own. Commensurate salary, good working environment.

Counter-Hegemony

VOICE regularly publishes a newsletter, "Counter-Hegemony," on the subjects of IFIs, globalization, social movements, trade, and social and economic justice issues. Its objective is to disseminate information in order to build awareness and solidarity for ensuring rights and economic justice, and aims to raise a voice for constructing a new world, challenging the so called mainstream development discourse and neoliberal economic order. This newsletter challenges and counters hegemonic approaches and promotes people's power and authority on the decision making process and on their own resources.

Ahmed Swapan Mahmud – Executive Director

As executive director and founder of VOICE, Ahmed Swapan Mahmud brings 17 years of experience managing and facilitating development programs and projects in different capacities with a special focus on research and advocacy at both the national and international levels. He also has experience in designing and planning advocacy policy and leads a number of national advocacy networks.

A recognized activist who combines knowledge of the grassroots movements with an adeptness in the policy arena, Ahmed Swapan is still engaged in social movements and progressive cultural fronts. In 2001, in collaboration with David Archer, he developed and applied and innovative new approach to education called REFLECT (Regenerative Freirian Literacy through Empowering Community Techniques) which would lead to the creation of community-based REFLECT circles for gender empowerment several years later.

He is also known as a researcher, focusing especially on issues of corporate globalization, IFIs, the WTO and TNCs. He is a regular contributor on socio-economic and political issues in the national newspapers and also for international magazines and journals.

VOICE would like to set up four centers/ programs: Centre for Globalization Studies, Centre for Human Rights and Governance, Centre for Media, Communication Rights and ICTs, Centre for Research and Policy Advocacy which are identical with activities to achieve the objectives of the specific centers. Activities of these centers are built-in and relatively integrated.

Centre for Globalization Studies

The Centre for Globalization Studies emphasizes the people's right and critically analyzes the globalization process that goes against people’s choice and Empowerment. It aims at promoting public awareness and building consensus for citizen actions among the people-centered organizations to react over the process of monopolization, discrimination, deregulation and power abasement. Its main concern is to act on political economy related to global scenario and governance.

Activities

1. Resist Corporate Control over Seed and Food :

Food sovereignty, ecological agriculture and biodiversity are the major components on which the citizen groups, women, and men, adolescents, farmers, citizen groups, activists are made critically aware. We raise the issue of how the corporate agencies take control over seed and agriculture and violate human rights particularly farmers’ rights introducing hybrid and genetically modified organisms, while drawing interactions through seminars, dialogues, study circles, discussion meetings, media briefing and analyzing policies that lead to privatization and affects people’s way of life and livelihood.

2. Research and advocacy :

We mainly focus on the public service sector like health and education, food and agriculture, and also global policy frameworks such as the roles of IFIs, WTO and TNCs, media, communication rights and ICTs etc. We review and analyze policy papers and design campaigns to make them people-centred and more development friendly. The advocacy campaigns are designed and implemented based on review and research findings. We generates policy briefs, research papers, booklet, manual, poster, leaflets, etc. as a part of advocacy materials to generate awareness for building constituencies.

VOICE is associated with various national and international networks to help link the struggle of the local people with international movements. VOICE is a voting member of the World Association for Community Radio Broadcasters (AMARC), The Association for Progressive Communication (APC), One World South Asia, the NGO Forum on ADB, Asia Pacific Research Network (APRN), International Food Sovereignty Network (IFSN), Asia Pacific Food Sovereignty Network (APNFS), Alliance for Economic Justice Bangladesh, Alliance against World Bank Immunity, The Campaign for Good Governance, and the People’s Alliance Against WTO.

VOICE is also member of the CRIS campaign and works as the Secretariat of Communication Rights in Information Society (CRIS) Bangladesh. VOICE also coordinates a countrywide network, the Right to Food Movement, as a secretariat.

VOICE is also accredited by the United Nations' International Telecommunication Union (ITU) in the WSIS process and is a founding member of the Bangladesh Working Group on World Summit on Information Society (WSIS).
